That salary gets you Baker Mayfield and Derek Carr. You can “load up” all you want you’re not winning a SB with those guys
short of some super outlier like the 2000 Ravens D or something. QB/LT/Edge Rusher/CB pay those pay those fill in the rest, please note fill in does not mean league minimum or rookies. You need some other OL and on DE, 1 skill guy be it a WR or Elite TE like Kelce/Gronk

Upfront and on defense they already have a WR1 and Higgins, they franchised him, he can demand a trade but they don’t have to trade him. not to mention they could get WR help with 1st round picks that costs a lot less.
