college football doesn’t know what targeting is, which is a huge problem when it’s so subjective on such an extremely harsh penalty
Even the fricking definition of the rule with words like “forcible” (subjective, how much “force”) and “head or neck area (who decides how far down or into shoulders is the neck “area”)
