So wait, the refs throw a targeting flag. It gets overturned, and because the refs totally fricked up, Georgia has to burn a timeout to avoid a 10 second runoff? How is that a thing?

The idea is that if the clock was going to run after a play under 2 minutes, it is stopped due to a review. It is assumed it would take at least 10 seconds to run up to the line and run the next play. It gives an unfair advantage if you stop the clock after a review and then not run any time off the clock before the next play when the clock would have ran had there been no replay.
