He released it at the 15 and it was caught at the 16, definitely forward

He was straddling the fifteen yard line when he threw it and it was caught about a foot in front of the fifteen yard line. It might have been straight 90 degrees but it wasn't backwards.

He was standing on the line when he threw it.

The receiver caught it beyond the line.

Obviously forward and the ref was right on the same line.
