Rule 8, Article 3, Item 5: If a pass is caught simulataneously by two eligible opponents, and both players retain it, the ball belongs to the passers. It is not a simultaneous catch if a player gains control first and an opponent subsequently gains joint control.

god you're a moron. Read the rule again, but this time with comprehension. It clearly states that when determining possession what's important is who catches the ball first not, who can get two hands on before the other guy hits the ground. It specifically mentions what Tate did and says that it's not a simultaneous catch

You're talking about a completed pass. The simultaneous possession rule is talking about the act of catching the ball. If a guy catches a ball out of bounds, he still caught the ball. It's just not a complete pass.
