If Atlanta is good enough to host the premiere event in all of football every December, then it should be able to handle a Super Bowl just fine.

I wouldn't go that far. The power failure during the halftime show didn't help the cause.

The entertainment outside the stadium is what makes NOLA a good site. The stadium is not the reason. Imagine a state of the art stadium in that same setting.

Sure, a new stadium is often (not always) better than the old one, but IMO they aren't $1 billion better.
I personally hope Louisiana and NOLA spend their dollars on better things than a new stadium. I've been to several newer stadiums, and the Superdome is my favorite NFL venue. A brand new stadium in the same location might be a little better, but honestly it wouldn't make that big of a difference.
I think Atlanta's new stadium looks cool (seems like I'm in the minority on that) and that it will be an asset, but I believe overall public spending will be in the neighborhood of $600 million. Atlanta could have done a lot of good for that kind of money.

Inman Park has come to life as a culinary destination, VA Highland is still solid, Decatur continues to do well, Buckhead is whatever you want it to be, West Midtown is exploding, and Midtown continues to grow and improve as the most pleasant business and visitor corridor.
Despite the City's focus on downtown through stupid concepts like the streetcar, what'll really bolster the park area is the southward expansion of West Midtown and the continued growth of Inman, Old Fourth Ward/Ponce City Market.
ATL isn't too shabbby, and a ton of the in-town neighborhoods are looking up. While the area around the dome isn't great, it's definitely trending upward. Centennial will be redone by then and the surrounding area has improved greatly over the last few years. Castleberry Hill to the south of the dome has some cool spots and should continue to improve as well. I actually think had they also built the new Braves stadium in that area, CH could have really exploded. There's some existing infrastructure down there that could make for an interesting "old town" neighborhood.
