One organization apparently gave Francis a top 10 ranking so he could actually start having real boxing matches with real stakes attached.

Also he has to have the ranking for these fights to be commissioned I believe, and not just exhibitions.

still strongly believe the Fury Ngannou fight was scripted wwe style, and i believe this will be the same.
