$1.8 Billion for a franchise in BUFFALO is more important to the 32 owners then a month of bad PR. As Goodell gets the blame from everyone for the Ray Rice and Josh Gordon situation, he also gets credit for the financial and marketshare success the league has as well. 2 of those are more important to "the shield" than the other.

The players did. They are protected by a Union. Talgiabue overturned their suspensions.
Payton is not protected by a Union and was suspended indefinitely. He had no choice. If he mouths off, his suspension doesn't end.

Goodell's safe until the sponsors start pulling out. The Clippers lost sponsors because the owner didn't like his whore hanging out with black people. I'd imagine the NFL will lose sponsors after their leader gets shown to be a liar while protecting a player knocking out a woman.
