Let's assume that the NFL had the full video early on (and are lying about it now). Why on earth would they only give a slap on the wrist to Rice, knowing that the full video existed and could be leaked?

Consider this scenario:
Ray Rice walks in Roger's office with his wife and confessed every detail and even showed Roger the video .
Starts balling and asking for mercy for forgiveness from the league and to try to keep the whole thing private because it's a family matter?
Wife tells Roger, "We've sorted out our issues and we are still getting married. He has never hit me before and I love him..."
Roger then says "I've got suspend him for some time here even though it's really between you two, the league image and all, well, you understand?"
Mistakes made, forgiveness granted.. That's called being a human being.
But now Roger is in the fire? for what?

Full disclosure: I'm not a saints fan. To say he did "nothing wrong" is pretty myopic given the facts that have come out in relation to his being the commissioner of a multi-billion dollar entertainment enterprise.
