Not sure how easy they are to get as a civilian, but I went when I was in the Army (enlisted on leave) back in 1998, the game was at Veterans Stadium in Philly.
Tickets were cheap (like $25/each) but I bought them through MWR (Morale, Welfare and Recreation). The game was cold and I was miserable for most of the game, but I'd go again in a heartbeat.
