If that was a running back it isn't targeting, but since it's a qb it is. He was a runner and should be treated as one.

Uh...No, dude led with the crown of his helmet into mayfield's helmet. Could have just tackled him like normal, but decided to try and make a big hit. Thats why the rule is there.
