5 second closely guarded rule (basketball)

If I understand correctly, this rule differs on every level of basketball. In the NBA, it doesn't exist and never (?) has existed.
In college, it used to exist for both dribbling and holding the ball but they recently did away with the dribbling part.
In high school, both the dribbling and holding the ball rule still exists.
In FIBA, the rule still exists and is also for any part of the court (i.e. rather than just the front court like college & high school).
Please correct me if I have any of the above incorrect. Also, shouldn't this very basic rule of basketball be consistent on all levels?

even with someone on your arse, i think you should be able to dribble as long as you want without passing

It did when I played. Got a technical one time for helping the ref count out the 5 seconds.
