The early starters are meh, did what they should have done without a red flag call.
Merc needs to explain why they thought Parc Ferme didn't exist. If FIA didn't say parc ferme still existed not sure how they would know.

I do agree, but race director had plenty of time to red flag or give the signal for additional lap. Dropped the ball. Pretty clear signal he should have given.
FIA further complicates it because the pit wall can't call the driver. So the drivers have no idea someone is on the track.
Also Alonso called for medical assistance post race.

I'm very sympathetic of a driver seeing the cars in front of them moving, and following them. There's a moment of confusion, but following the moving cars is the natural thing to do, so you feel that there must have been some instruction to move.
If there is any punishment, I think it should only be Lando. But I also feel that there should have been an immediate time penalty (10 seconds or something) so that he has a chance to recover from the penalty. A post-race penalty that affects the race order is stupid.
Just make it a fine, and maybe a penalty point or something.

You could argue that Lando was back on the grid so aborted start doesn't apply.
Aborted starts can only apply before making it back to the grid; I'd have to go back to see when the official signal came out.
I do not know how/if they get it displayed on their steering wheel vs the "extra formation lap" over the official system.
47.1 only applies during the formation lap, not once the cars have made it back to the grid.
