I am sure it's a rule, but why shouldn't a "defending" driver be able to use DRS to prevent a pass?

Ferrari must be trying to put Leclerc on a 1 stopper, losing .3 or so a lap to Russell/Verstappen. Leaving him out there a long time comparatively.
