I wouldn't trust the hour-by-hour rain chances apps like that give. That kind of thing is auto-generated stuff and not much actual science went in to determining those hour-by-hour rain chances.
As James Spann likes to say, most weather apps are crap apps, even ones like The Weather Channel and Accuweather.

Going back to the big wreck, I’m really clueless as to why they were being so aggressive so early. Yea it was about to rain but we are a long, long way from halfway or whatever would make things official so why do it bc of that? As god as my witness about 5 seconds before it happened I told my wife I have no clue why they are being so aggressive, they are about to wreck. I know it’s about to rain.....and it happened
