correct

Unless you believe cruise ships are transporting goods between US ports, if the Jones act applied they would be US flagged vessels.

They fly flags of convienance for tax and liability reasons, they are still ABS class for the most part.

If the were to sail Us flag they would have to use American crews, would they not? This is why the Norwegian Hawaii ship is. american and uses american crew is becauae it goes to no foreign ports. alaskan cruises must stop in Canada to keep from running afoul of Jones act.

No, they simply must obtain USCG credentials for lisc crew members.

Correct, they are traveling between two US ports and thus fall under the Jones Act, this applies to very few cruise ships.

they can be classed by any classification agency. ABS, DNV-GL, Bureau Veritas, Lloyd's, doesn't matter. They all enforce the same IMO regulations
