How close are you with this friend? He might not be upset with you for taking the other job, but it's going to make him look pretty bad when his recommendation quits a week into the job.

Would talk to him and explain it. He should understand but if he stuck his neck out for you it could look bad on him

I don't think I'd want to work for a company that so blatantly wastes my time. The hiring manager really couldn't take 5 minutes out of their day to update their (clearly) best candidate? No thank you. Also, as was mentioned, you'd be potentially screwing over your friend.

So, I was being updated, but everything they were telling me was very vague. They were struggling with position approvals through corporate, etc. "we'll let you know as soon as we know more" type of stuff.

You likely were not thier first choice and the 4 weeks was them offering other candidates. Tread carefully.

Having said that, I'd probably still stay with company B just because of exactly what your friend said. You would likely be putting them in a tough spot and burning a bridge (not with your friend, but others there) that could be useful later.
They made you and offer and you accepted it. However, we're not getting much detail here and I know you want to keep it vague. There are other factors, of course, since no one lives in a vacuum. Maybe you have a family and these "better benefits" would really help out your wife or a child, etc. Try to choose the option with the least negative impact for everyone involved.

That's not consistent. First sentence is do what's best for you, the second is do what's best for the company.
Personally I would take the job that would give me the best shot at long term success. If the money is fairly equal (you mentioned benefits were stronger at one vs the other, but that difference can only be so material), use projected career development. Which one will have you closer to where you want to be in 10 years?

I would stay with B. A needed approval to open up the position. They could easily say we don’t need it anymore.

Why would they interview candidates for a position that had not been approved?

Yeah it makes no sense. That tells you it probably isn't a necessity for their operations and to watch out when they start trimming the fat.
