Just claim exempt on his W-4 - he will still pay Social Security and Medicare but will probably be under the threshold required to file a return. It is pointless to pay to file a return if you get all withholdings back. Just don't have it withheld in the first place.

If you're paying to have a teenagers tax return done, you're just being lazy. Filing a 1040-EZ is one of the simplest things to do. Have him do it himself. That's what I did when I was younger. I filled it out myself and then went over it with my parents. It was a great learning experience.

But why give the government an interest free loan? Don't withhold it if you are getting it back. It makes zero sense.

Correctly, put a zero down for the withholding no doubt. But that has nothing to do with how easy it is to file a 1040-EZ. He would still need to file and it's a super easy process. No need to involve an expensive accountant, cpa, H&R block, etc...
