re: Citi is still awful (2 years later update pg. 3)

It took so long to get this resolved that I forgot to update once Citi finally gave us the money back. But now I have another update which is even more bizarre!
Of course the compromised card number was canceled well over a year ago, and they sent us a new one. And of course we have other cards now, but like a dumbass I didn't cancel the account with Citi altogether.
THERE WAS ANOTHER CHARGE LAST MONTH to the same merchant (Microsoft). The charge showed up under our NEW card number account, but the evidence presented to us by Citi (which they acquired from Microsoft) clearly shows the charge was made to our OLD card number. Last month. Over a year after it has been canceled.
The evidence lists a woman's name who we do not know, and an address and phone number which are not and have never been associated with our account. But the evidence states that the name and address match our account, and they sent it to us like it's all legit, along with a letter stating that they've closed the investigation and that they've reversed the temporary credit. Then there is a place to sign stating, once again, that the charge is not authorized.
At this point I can't even be sure that closing the account will do any good.

I had a fraudulent charge to my citibank double cash card.
Went through the steps and they canceled cards, sent me new ones, and immediately assured me I wouldn't be charged through the app message service.
It pending for a little while, but never posted.
