Anybody familiar with Dark Pools and using it as an investment strategy?

I cannot imagine that a regular Joe retail investor is moving big enough blocks of stock for dark pools to legitimately help them create enough advantage to justify a $1,300 annual price tag.

My limited understanding of it, anyways
