The proposal is designed to make the NCAA's process more closely resemble the criminal justice system. It includes a statute of limitations that would prohibit the NCAA from punishing a school for any violation that occurred more than two years earlier in an effort to avoid punishing current athletes for the misdeeds of others.

The worst was Southern Cal and the Reggie Bush scandal. Waited like 5+ years and hammered players that were in middle school at the time

Interesting. Wonder if it makes the statute of limitations retroactive or only prospective.
Regardless, by the time any bill like that would get through Congress (especially this time of year), I'd imagine LSU's case will probably be decided.
