Whichever one best demonstrates the best field vision and capacity to stay composed as they manage their 2nd and 3rd reads, with accuracy. Those are the supreme differentiators,as adequate physical skills are merely a prerequisite. This is not 5A LA HS football. This is the SEC West.

As good as Burrow was in the tuck and run game I see Finley excelling in that area. Dude's a fullback at that size.

Max Johnson is actually a better runner than TJ. I think even Myles Brennan is a better runner than TJ

It's really close between Johnson and Finley. Both guys have high ceilings. I like a big QB, but Finley may be taking things too far. I think he weighed in at 257. If we could take 8 to 12 of his and put it on Brennan, that would be terrific.
