These guys have uncles and cousins and all kinds of wannabe agents in their ear telling them they're a lock for the third. In most cases, the NFL making it clear that's bullshite is way better than the alternative.

LINK I know this article is about basketball but it's pretty much the same concept. People are in mock drafts at the beging of the year and are projected to go early in the draft and then they fall out of the top 3 rounds by draft day. You even see guys like teddy bridgewater being mocked unanimously #1 and then falls to the last pick in the first round

The limit should be proportional to the number of underclassmen drafted each year over the last 5 years. LSU has had 8 or 9 go in a single year, so 5 does not seem adequate.
