Oregon didn't rent the car for Cliffy. The renter was a Friend/GF of Cliff's who had the car rented due to her own car being in the shop. She was going to return the car early and Cliffy asked if one of his friends (who had a license) could use it and pay her the amount of the overall charge for the time they had it.

I'm not saying she did or didn't. If you follow the convo it was stated that RS only paid half and found out he had to pay all of it. Which is not true as the investigation is looking into him not paying any of it.

I'm starting to hate Oregon almost as much as Auburn. MAybe I shouldn't go to Dallas...I'll probably be asked to leave the stadium.
