You can definitely get tickets outside the stadium, but depending on the demand you might not get a great deal.
I've got tickets to that game as part of a package I split with buddies, but am going to be selling because we're heading up to Geebs friday morning.

As ChiTown_Badger said, I would stick outside The Loop if you're trying to go out on Thursday night. There isn't a whole lot to do outside of Happy Hours after work.
- There are a number of casual bars, upscale bars / restaurants, lounges, and clubs in River North.
- You can find the "hub" of Chicago's culinary scene in West Loop. There are quite a few restaurants and a couple pretty good bars (i.e. Lone Wolf typically has Zombie Dust on tap).
- Wells Street in Old Town is littered with bars.
- East of Clark/Division (Red LIne) on Division there's a group of bars.
- Just to reiterate ChiTown_Badger, there are plenty of bars and restaurants lining Division directly west of Milwaukee.
- If you walk north on Milwaukee from Division, a number of bars and restaurants as you get up to the six corners area around North Ave.

Stay in Appleton, Oshkosh or Fon Du lac.
Plenty of hotels down that stretch to stay in. Unless you got some business in Chicago I wouldn't stay there.

Where downtown?
Unless you had a specific reason for driving, it would be easiest to hop a train and get off at Addison.
Red Line is pretty accessible anywhere in the Loop, River North, and Gold Coast. You can walk to a station and get on a Howard-bound train to Addison.
You could also take a Brown Line Kimball-bound train, transfer onto a Red Line at either Fullerton or Belmont, and get off at Addison.
In both scenarios, you avoid any parking. As I said before, though, this is all assuming you don't have a specific reason for driving.
Unless you think it's better to backtrack back to downtown then leave?

Half Acre tour is going to be difficult if you're going to the game. They only do tours at 11 am on Saturdays. I highly recommend it though, it's the best deal in the city.

I'll be arriving Thursday morning by car. (I'm leaving Lafayette on Wednesday at noon & driving all the way there.) Staying with relatives near West Irving Park and Elston on the Northside. Cub's game Friday. Leave for Green Bay at the crack of dawn Saturday morhing.

Do you really think we can make it to GB in 3:10? I heard it was like 3:30 so we were planning for 4 hours. We plan to leave Chicago at 6am. You think we will be ahead of any traffic and be in GB for 9:30? That would be sweet!

I get it. Sorry, I haven't been paying attention to any dates that people are doing what in Chicago.
It's probably not easier to backtrack downtown then leave. There will be traffic no matter where you get on the interstate. My advice is the following:
- Drive and park near the Kimball Brown Line Station.
- Take the Brown Line (towards Loop), get off at Southport, and walk to Clark Street / Wrigley.
- After the game, walk back to Southport and get on the Brown Line (towards Kimball) and get off at Kimball.
- From there, you can take Foster (going west) and get on I-94.

Whether you're leaving on a weekday or weekend, there will be minimal traffic, at least in my experience, going north at 6:00am. If a weekday, traffic will begin to pick-up by 6:45am.
Getting to Green Bay in 3 - 3.5 hours is very realistic.
I am planning on leaving Chicago at 4:30pm on Thursday. Will hit traffic, without question, but that's my plan.

That won't get any better.
In my experience, I've found the Brown Line to be a lot more civil than the Red Line. I think just about everyone in Chicago can attest to that.
If people are the problem, take the Brown Line to Belmont or Southport and walk to Clark Street bars and/or Wrigley from there.
Assuming you do go to the game and get off at Southport, Jeni's Splendid Ice Creams is right there. Worth it.

We'll be in the bleachers Thursday night as well, plan on starting across the street at the Cubby Bear.

With the number of bars in close-proximity to Wrigley Field, surrounding the stadium and lining Clark Street, I would bet for a more dispersed crowd.
