Can someone please explain what constitutes an out when getting "picked off" trying to steal a base? I'm under the impression that if the runner touches the base prior to getting tagged with ball it would be safe...?

So the general theme of the weekend has been the first run through of the lineup goes well, then they disappear for several innings. Let's hope that changes.
