It covers more than the house floor.
A press conference could be questionable, but the location in which he is giving it likely protects him.

I'm not sure what you mean.
What I'm referring to is the Speech or Debate Clause of the constitution. Article 1, Section 6, Clause 1.
A member of congress can say anything they want to when acting in an official legislative role and they can't be sued.
At best the stuff he said in the OP could MAYBE not be protected. But the stuff he said in the other tweet is 100% off limits no doubt.
And he said allegations in the OP, rather than saying he was guilty.
So I don't think Trump can actually sue him.
