If the car is in possession of another individual who is NOT on the contract, then the car is thought to have been stolen as there is violation of the contract between the rental agency and the reenter.

Let's take a look at the suspended license aspect.
It sounds like they take it pretty seriously up there.
Surely he won't get any special treatment. I'm sure they'll throw the book at him. I wonder if Harris has a good lawyer?

Driving 118 mph is not in and of itself an arrestable offense in Oregon. Neither is driving with a suspended license. Oregon deals with both problems by slapping you with heavy fines. You won't get arrested or thrown in jail unless you can't pay the fine.

Grand theft auto is definitely arrestable. Should the officer have pursued that? Maybe he dropped the ball there.
Possession of marijuana? Less than an ounce in Oregon wouldn't get you arrested. It would get you a fine. Should he have searched the car? That's a fair point. Harris actually told him to go ahead and search the car.
As I see it, it's a fair criticism of the officer to ask why he didn't follow up on the rental car angle or why he didn't search the car.
But under Oregon law, most people in this state (not just Duck football players) would not get arrested for driving 118 on a suspended license so long as they could pass the field sobriety test. You would (as Harris did) pay a shitload of fines.
I'd still like to know who really got him the money to pay his fines and who the "unidentified person" was that paid for the rental car.

And the media love to interview him the most because he is too stupid to blurt things right out the media bait him with and he always has tons of soundbites that are funnier then shite.
If you want to see what I am talking all about, and how young he looks and acts and why we adore his personality(even besides his playing skills) you need to see the really short interview of him.

There has never been a big brother or little brother over here. Chip Kelly always wants our players to not give fuel to the other teams in their press comments. In the State of Oregon, that CLiffy comment got so blown out of proportion and it was almost to OSU fans as if he said OSU is not a real program. And to CLiffy, he did not even know at the time he did something wrong with the State of Oregon's culture and something you do not do.

Those weren't exactly carbon copy cases, Rummy.
Most of those cases involved other offenses like people who did NOT pass the sobriety test and were charged with DUII or people who were swerving.
Harris wasn't swerving according to the officer. He passed the sobriety test. He cooperated. He didn't try to evade. Pulled over promptly.
If Harris had failed the field sobriety test, he definitely would have been arrested. Ditto if he tried to evade.
But speeding alone won't do it.

Louisiana and Oregon are just really different.
The player would have absolutely been arrested/suspended down here.
