On paper, it's pretty stout. They have no control over their opponent's performance, however.

Online it was reported that Kelly’s total income per year is $15 million at LSU. That’s big-time money!

Let's not forget two major considerations on the table for Kelly's decision. ND has had their own TV contract with NBC for decades, yet little of that money was being invested back into the football program. Secondly, and critically in my opinion, the ND administration decided to not take any transfer players from the portal unless they were grad students. That's the kind of Ivory Tower thinking that drives people crazy. So the question isn't why did Kelly leave, the question is why did he wait so long to leave? I think that transfer decision did it for him.

The issue is beating a bunch of 8-5 teams doesn't feel that exciting, especially when you lose to the 2 best teams you play. ND is ranked exactly where they should be. They are never overrated and they are never underrated. They beat who they should and they lose to who they should. Joining a conference would do them a lot of good, because it would give them the ability to play a team year in and year out, win a conference championship, and even some years knock off the top dog. You think if ND was in the ACC they wouldn't have beat Clemson once from 2014 to 2020? Of course they would have, and the general public would perceive them as an actual threat.
No, that is a bad schedule.
For breakdown purposes, just label UGA, Michigan (since they don’t play them every year anymore) New Mexico and Bowling Green as OOC games. That’s a pretty good group.
Then they have as their regular “rotation” games (essentially their conference)

A service academy they had beaten 40+ times in a row until the last decade or so
Stanford - Pac 10 also ran
USC - Their best annual rival
Excusing USC being down, the rest of the group is ho-hum. It’s not on par with an SEC, Big 10 or even Big 12 Schedule. It’s more akin to an ACC or Pac 10 and one-loss teams from those leagues generally don’t get it.
ND as a program puts out consistently good teams that do well against a mediocre schedule. Yet they get hyped up every year as a NC contender.

Well, it's objectively not a bad schedule. It was a top 30 schedule in football.
Of course, you can break down each school and notate their deficiencies to make the schedule look worse, but if we are to believe that SoS mean something, it was not a bad schedule.
If you want to throw out the validity of rankings like SoS, SoR, Resume, etc. that's an entirely different story and eventually devolves into a discussion of "why are we doing this at all?".
