I don't think the NCAA prohibits it. Woodrows would know if they are allowed to.

I spoke to a friend in Houston, who said Big Woodrow's will have it. I am going to try and call and verify. Leaving work extra early so I can make it to Woodrow's by 4. Yes, by extra early I mean like 10 am since I am coming from Baton Rouge.

for those living in shreveport area that have comcast, I just called the buffalo wild wings on the boardwalk and they said they will be showing the game tomorrow

Just spoke to a lady at Woodrow's she said "if they would let someone else air it other than stupid CST" 
She did say that their management has been e-mailing ESPN and Fox Sports to see about also picking it up. Even if it is streamed on ESPN3, she said they would find a way to air it on the TV's. I told her I would check back tomorrow.

I seriously doubt Woodrow's or any other bar outside the state of Louisiana will be able to carry the game. The game will be limited to the areas that have CST coverage (most of Louisiana, Gainesville, FL, parts of Arkansas and east Texas). Other than those areas, everyone else will be out of luck...
