One game here and there doesn't mean we were relevant. Whenever someone asks if a team is relevant, they mean relevant on a somwhat regular basis. Yea, we might have beat a number 1 team one year, which made us relevant for a week or so but we weren't actually relevant.
Going by your definition, any time with a big upset suddenly becomes relevant.

the SEC was Florida and Tennessee.
Auburn, UGA, LSU, Miss St, and Alabama all lacked consistency, but showed promise at times.

Watch Ole War Skule. It's obviously biased to make you feel great about LSU football, but it really opens your eyes to all the tradition that goes along with LSU football. Especially if all you knew was the 90's. People quickly forget that we were pretty competetive before the early 90's.

LSU had 3 bowl appearances in the 90's. A lot of people overestimating how good LSU was pre Saban.

In the 30 year period from 1958-1988, LSU finished ranked in the Top 25 - 22 times, in The Top 10 - 10 times, went to 23 bowl games, won 6 SEC titles, and had only 3 losing season.

since LSU started playing football in the late 1800's your question cannot be answered accutately except in a very general way. LSU has had some damn good football teams before saban. however, right before saban, thanks to hiring curly hallman, LSU went thru what probably was the worst period in our history. dinardo could have nd almost did turn it around but hired theworst DC in history and wouldn't fire him. as far as national recognition, no college team had as much national recognition for the longest time because you might appear on TV only once a year and that may be a regional feed. notre dame is the only exception. ohio state, michigan and usc got the second most because of huge regional feeds but someone from louisiana just "heard" that they may be good because you couldn't watch them until a bowl game.

When I was in school in the mid-late 90's, you would walk around campus a virtually NO ONE would be wearing LSU stuff. Even on game day, there would be quite a few just wearing normal clothes. It's not really what it is now.
Even LSU fans weren't completely sold on LSU during those days. This is pretty much how LSU was viewed on a national scale. The potential and hunger was there though!

Saban even stepped foot in Baton Rouge. (now #11 and #8, respectively).
For some reason people think the 90's was the norm for LSU football.
Actually the 1990's was the only sub-.500 decade in LSU football history, and it 54-58 - only 4 games under .500 - at that.
We actually won 26 games and 3 straight bowl victories in '95,'96 and '*97.
Before 2000, LSU was actually named national champions by various polls, publications, associations, and indeces 5 times: 1908, 1935, 1936, 1958 of course, and 1962.
MetryTyger is right. LSU ALLTIME pre Saban was a top 20 program.

Very much like Clemson. We were a team that had always been successful (think Georgia), but could never really get over the hump (aka. Alabama) to win a second National Title. However, they were always competitive.
Then came the dark ages. Curley Hallman was the coach of Southern Miss who had a monster season with Bret Favre at QB. LSU hired Hallman as their coach and things quickly went to shite. We went from perennial SEC contender to the bottom feeder of the bottom feeders. Things started to turn around under Coach Dinardo, with his win over #1 Florida, but he was unable to build on success. His teams would beat a top 5 team one week then lose to an un-ranked Conference USA team the next week. After Dinardo defeated Saban's Michigan State team in the Independence Bowl in 1999, LSU fired Dinardo and replaced him with Nick Sabin and the rest is history.
