Wonder why that is?

In part because you are cherry picking it varies from class to class
2018 JaMaar Chase was a 5* WR4 and 19 overall player the WR2 in that class Amon Ra St Brown Jaylen Waddle WR9
The 2017 class was insane the top 5 WR
1 Henry Ruggs
2 Donovan Peoples Jones
3 DeVonta Smith
4 Tee Higgins
5 Jerry Jeudy
That’s 3 first rounders Higgins was the 1st pick of the 2nd round and DPJ was drafted and is in the NFL. 2 Bilentnikoff winners and a Heisman

That's definitely a year that proves my theory wrong as they seemed to get it mostly right.

That WR class was insane.

Nabers
Thomas
Smith
Hilton
Bech

You also had Keon Coleman in the same class and Destyn Hill ranked higher than Nabers, Coleman and Bech who have all had better numbers.

Your thought process here is faulty. The purpose of recruiting rankings is not necessarily to “get it right”. They are ranking HS kids based on certain athletic traits and abilities along with how they produced in HS. The players ranked higher are considered to have a better chance at success at the next level and possibly the pros. A higher probability not a guarantee, that’s what people miss. Over time a much higher percentage of 5* do succeed but there’s far fewer of them than 3 *. There’s also other factors like development, how hard the kids work, injuries and many others that can’t be quantified or predicted
