USA has a lot of people in a lot of events that hit the Olympic "A" Standard but since they can't send over 20 100m runners, they need to send their top 3 by finding out who wins at the Trials. Those also help place relay pools together for their teams.
You generally have almost enough people throughout most events to be invited to the Olympics if they've gotten the standard. Some events will have room for people who achieved their standard but didn't win their national trials meet. Using JuVaughn as an example again. He didn't get top 3 at US Trials, but there was only one other person in that top 3 who had the Olympic standard. He qualified based on his World ranking and was one of the last to get in. The ones who got top 3 but didn't have the standard did not go to Paris.
