Who in the hell does something that moronic?

Whoever did it needs to be fired. Whoever authorized it needs to be fired. Whichever law firm filed it needs to be fired, AND said law firm needs to cough up whatever money it's going to cost the University for this idiocy.

It is not at all unusual for a party to alter a contract and seek consent or ratification of the alteration at a later time.

It does not matter at all if one party alters a contract. It's not illegal, it's not immoral, it's not unethical as long as the party is not trying to enforce the unauthorized alterations.
