Because they have probably gotten away with it on a lesser scale for a while. The mind numbs over time to ethical and moral lapses and what may have once been a penny here and a favor there turns into this.

99.9% of them don’t. PPP and ERC credits are a fraud epidemic. Some people are getting caught, but frankly, the risk is worth the return.
There was a dude pimping ERC credits for a contingent fee on the money board and his sells pitch is he could get them even if you didn’t qualify
