Should be like tennis. If there is a long delay by the opponent between 1st and 2nd serve, you get first serve again. Count should zero out after that long of a delay.

I'm certain if there was any contact between Pearson and the base runner a camera would have caught it.
If Minginone was complaining about obstruction at 3B without any contact, it had to be him standing in the base runner's line of vision. A sneaky move like faking a double play ball on a runner trying to steal second base when the ball is actually in the outfield.
