So what stood out to me was:

1. How badly we dragged our feet in Davis. We eventually got there but we were so slow and not proactive. This is the biggest issue I’ve seen in the report. Lack of follow up. Slow proceedings and slaps on the wrist for punishment. It also shows how complicated the whole thing was because Lewis was staying in contact with him the whole time. Domestic violence is a cycle and too often the victims don’t get leave in their own.

2. The first Guice rape situations seems like it was actually handled well. They protected Guice a bit but they talked to the victim and she just didn’t want to move forward with everything.

3. The second Guice rape was a he said she said mess.

4. We did investigate most of the football players talked about in the USA Today article. And a few of them were found responsible and most of them left school.

Not much time right now for Cliffs, but Segar made sure she was the place all complaints went to die. Hugely responsible for all cover-ups, all things that never made it into writing because you called her with no paper trail, making work life difficult for Lewis and those trying to get help for complainants and therefore, responsible for creating a culture in the department where these behaviors were allowed for years.
