(Takes into account draft eligible)

TL:DR
7.1% of high school football players make it to any division of the NCAA, and only 1.6% of those make it to the NFL. So .11% of high school football players will play in the NFL.

.11 would be like one in a thousand hs. fb athletes would make it to the NFL, which is way higher than I would think. It looks like your numbers if they are right would suggest .024% which is around 1 in 4000, which would be closer to what I would guess.

I just multiplied 7.1% by 1.7%. and got .11%. Probably wrong. Sorry.

Your math is incorrect.

If .11% of high school football players play in the NFL, and there are 1,036,842 HS players every year, that means a total of 1,140 players each year make it to the NFL.

There are 53 players on an NFL team. There are 32 teams. So in total, there are only 1696 NFL player slots every year, meaning, if there were 1140 new players every year, each team, on average, would retain the services of only 17 veteran players.

That ain't happening.

Also, there are only 671 total NCAA schools with football programs across FBS, FCS, Div. II and Div. III. At 105 players per, and four classes of students, that equates to about 17,613 incoming freshmen to all universities.

That is 17,613 out of 1,036,842, which is 1.7% of high school players making it to an NCAA college football program at all levels.

Not 7.1%.

You are not taking into account that not all of these seniors. This mean around 1140 make it every 4 years, which is almost the amount drafted, most but not all make it and there are free agents which puts that number very close
