Bill LeMonier (sp?) was adamant that it was tipped and the ball does not need to change trajectory for it to be called.
You could read the referees lips when he was explaining to Kelly he used the word “trajectory”

That pass, oddly enough, went from being a wobbly pass to a tight spiral from the finger graze. That’s what killed us on the trajectory part of the review.

Oh it’s not there, but that’s what they’re trying to find in replay. We all saw the finger go back, but they apparently wouldn’t call it without some obvious impact on the ball too.

I did not think it was tipped however I went back and watch slow mo and it looked like the middle finger did ever so slightly bend backwards.

If they didn't see the ball change its trajectory or spin, it would be hard to overturn a call. He could have stretched his finger, trying to touch it, and it might have looked like the ball did it.
I'm not saying he didn't touch it, but it has to be definitive video evidence.
The answer to your question is that the smallest perceivable amount of touch is a tip.
