Every coach and booster in the country have been begging for this. College sports need someone to initiate change because the whole system is going to implode at this rate. The players and lawyers are the only people who disagree with any type of regulation.

Nothing. The United States government doesn’t have authority over the NCAA if it isn’t breaking laws. And an executive order is not the same thing as the law.
