Does 5 to play 5 re-open the JUCO pipeline for football and basketball?

The transfer portal and all the other eligibility changes have pretty much taken JUCO football and basketball out of the realistic talent pipeline. A lot of bigger schools are much more likely to scout low majors or G5 for talent, while those schools have been more likely to wait for bouncebacks from larger schools.
But now, with everyone just trying to get on the field as early as possible to put tape out there to move up, combined with irrationality of using a redshirt year anywhere (especially JUCO), the high roster turnover of a JUCO football or basketball program allows for more playing time potential early rather than hopping into a 4 year program and trying to get minutes against a bunch of 5th year portal guys.
I left baseball out of the scenario because JUCO baseball has always functioned differently than the other sports and was never really abandoned as a player procurement option. But I see the talent level there increasing for similar reasons.

It is really going to be a sport by sport basis. I coach swim and we are seeing this trend happen: kids coming out of HS with so many duel enrollment credits they are already sophomores and graduating in three years...now I can scholarship them through their Master degree programs. We (NAIA) are voting to pass the five year rule November 4 and it is expected to pass with over 80% of the vote. Only one conference vote didn't go with it - some New England conference.

The G4 schools are hitting the JUCO's hard as well as other G4's. If they can play somebody will find them. Trinidad Chambliss is a perfect example of that. Demarcus Johnson a DL from Hutchinson, KS JC is killing it for Mizzou.

JUCO was as much about academic eligibility as it was player development. Maybe even more.
It doesn’t appear the NCAA cares about academics any longer.
I can’t remember the last player that was academically ineligible.

I believe we settled on John Emery for LSU. This same question was asked on SEC Rant not that long ago.
