Actually this one is for the host to decide as the team's signed a contract to the host of the game. Schools can give suggestions but the final decision is with the host.

Now the school can pull it's team out and breech the contract if they like but that will be a giant loss of money for said school

The BYU game won't get cancelled. Houston got a huge break, the rain band that threatened Houston shifted east. it hasn't rained at my house near Rice U all day. Other areas east and west of the city are flooding but the area near NRG is relatively dry.

Yeah it's been a lot better than expected here. Not out of the woods yet, but unless there's a major turn for the worse I don't see why this game can't continue as planned.

He means inter-sectional game that is.a game between teams from different parts of the country. The odds of the game being cancelled are slim especially after the Florida fiasco last year. They might change venues but that would be the last resort.
If that happens you would get your money back and first priority for tickets at the new venue. However the travel and lodging cost would be between you and the provider.

does it really matter if NRG is bone dry if much of Houston and surrounding area gets hammered? I think you're being a little short sighted.
