Famous scene that has been moved into meme lore where Wee-Bay is surprised that an undercover cop was involved in a drug deal.
To me, that really looks like a Shaq LSU shirt.
Has anyone seen a shirt like that or can confirm or deny its connection to LSU?

Yes. There is at least one scene in The Wire where a character is seen wearing an LSU (Louisiana State University) T-shirt. It's a brief background wardrobe detail rather than something important to the plot, but fans have spotted it over the years.
Given the show's Baltimore setting, it's not highlighted or explained—it's just one of many real-world college and sports shirts worn by characters throughout the series.
If you're thinking of a specific character or episode, let me know who or roughly when, and I can help identify the exact scene.

If your duck pond is drying up, the best solution depends on why it's losing water.
If it's leaking: Check the liner for holes or tears. Small punctures can often be repaired with a patch kit. If it's a clay-bottom pond, it may need to be re-compacted or resealed with bentonite clay.
If it's evaporating: In hot weather, ponds can lose a surprising amount of water. Adding a water source such as a hose, well, or rainwater collection system can help keep the level up. Providing shade also reduces evaporation.
If it's not getting enough runoff: You may need to redirect rainwater into the pond with swales or drainage channels, or enlarge the watershed feeding it (while avoiding contaminated runoff).
If the pond is shallow: Dredging or excavating it deeper can help it hold water longer through dry periods.
If groundwater has dropped: This is harder to fix. Some landowners install a well to supplement the pond, if local regulations and water availability allow.
If the pond has gone completely dry, it's also a good time to inspect the bottom for cracks, animal burrows (such as from muskrats or crawfish), or other signs of leaks before refilling.
Can you tell me:
About how large is the pond?
Is it a natural pond or one with a liner?
Did it dry out suddenly or gradually over time?

Ensign Healey in the first episode of Magnum P.I. was a QB at LSU.

I’m watching The Wire for the first time and just watched that episode. I never knew where that meme came from until today

On the TigerDroppings message boards, CartmansMom is a known poster who has recently drawn attention for trolling and posting unusual, robotic-sounding responses.
Bot-Like Behavior: The user has been criticized for copying and pasting rigid, search-engine-style answers into standard forum threads, such as dropping a breakdown of how to fix a leaky duck pond or explaining trivia about The Wire out of context.
Community Reaction: Regular users frequently call out the account for disrupting the casual flow of the boards, particularly in the O-T Lounge and sports forums.
If you are dealing with them in a thread, the standard forum consensus is to downvote, ignore the bait, or report the account if it violates the site's posting guidelines.

He also mentions the first 8 bars of Tiger Rag. I wonder if Don Bellisario spent any time on the LSU campus.

Well, the creator of the show (David Simon) loved New Orleans so much, he created a whole other series about it post Katrina called Treme. One of the main characters of season one played by John Goodman was a professor at Tulane and several times referenced the rivalry between LSU and Tulane.
