We decided to move Galveston (Texas) Ball’s Jonah Williams from safety to linebacker and keep him a five-star because we think that’s his long-term position. Clemson commit Logan Anderson could be special and once the Fyffe, Ala., standout gets more used to national competition, he has elite qualities.
We’re still trying to figure out inside linebacker. Pettijohn leads the way and then we’re relying on testing numbers a lot to push LSU commit Charles Ross so high. I still think LSU commit Keylan Moses could move higher as he has some of the best junior tape in the country.

Moses has some of the best junior tape in the country yet despite that he's ranked a 3-star by on3 and barely a 4-star (outside Top 247) on 247. Rivals is the only service that seems to really like him (#124 overall prospect).
Soooo, what gives? They just hate his testing numbers?

Seen as a high floor, low ceiling kid I suppose. I've seen multiple analysts say the same about his film. Isn't that what film is for, determining who's good and who's not? These sites far too heavily weigh track numbers and athletic testing. So much that sometimes it seems they forget they're evaluating football players not track athletes. But it goes both ways. Ross is helped by athletic testing, Moses is hurt by it.

Got a chuckle out of that...

Yeah, I don't understand why Moses isn't rated much higher
Dude is a smooth athlete with good hands for a linebacker. He will be great in coverage at lsu

Fair or unfair, I think his brother's career factors in

His brother was a 4 year starter at Bama. I don't see how his brother's career could possibly hurt him.

TBF, testing is probably the single most important aspect of scouting at that level. If you don't clear certain benchmarks, it's extremely unlikely you'll become a difference-maker at the next level absent a massive bulk-up and position change.
That being said, I have zero idea what Moses's testing numbers look like.

Tweener with meh testing numbers and meh athletic ceiling. 95% of his defensive film is him coming off the edge so he doesn’t really show that he can play ILB. Similar to Perk in HS but Perk was obviously a 10 times better athlete

True. But he was 5 star and never played like one.
From 24/7:
quote:
Five-stars (98-110 rating): The top 32 players in the country to mirror the 32 first round picks in the NFL Draft. These are the 32 players that we believe are the most likely to be drafted in the first round
Keylan went undrafted

I think its important to note the sites also rank players based on where they think they get drafted 3-5 years later, not based on how they think they play in college necessarily. This is why testing numbers/measurables in general are sometimes as important or even more for them when it matters less sometimes to predict college success. Obviously the better you play in college the better your chances are of being drafted higher but its not near a strict correlation. I dont think anyone would say Maason Smith played better than Mekhi Wingo here but Smith went much higher in the draft simply because his measurables were off the charts for the most part.
There are definitely a lot of examples of good to even very good college players who simply didnt end up getting drafted highly or drafted at all. If the services rank that person a low 4-star (outside of draft range) they see they got that right on, where if that player was on of the better players at his position, most folks would say a low 4-star ranking for them was way off.
