I hate saying this but with these flips just need to call them what they are. They aren't commits they are only verbals and even if that paperwork is signed and dated you still have to wait until they're on campus

Yeah there totally needs to be more of a structure because this is a BS quagmire right now. I understand players trying to get a better contract but this is pretty crazy. I'm willing to say players must stay at a university for 2 years or 60 credits before they can start transferring. You have to tie this to academics as much as you can.
