I don't understand your question. He can enter the spring portal and come to LSU (or any school) and play next year. The only spring portal stipulation for the SEC is that he couldn't leave one SEC school for another SEC school in the spring. NC State is not in the SEC so it doesn't matter. He can enter in the spring and come to LSU.
My comments have been about him "planning to enter the transfer portal." If he hasn't done so already then he would need to wait until the spring because the additional 5 days from his bowl game have elapsed. However, a previous poster noted that he could have already entered the portal and the school just hasn't processed the request yet/or it hasn't bheen officially announced.

The only issue with portal eligibility is with guys trying to transfer inside the SEC. They have to move in the Fall Portal window. If an SEC player transfers out in the Spring window, they either have to go somewhere outside of the SEC, or sit out for one season.
No one would have an eligibility issue transferring here in the Fall, no matter what. These guys wouldn’t have an issue coming here even in Spring either because they would be coming from an ACC school.

No. It's an NCAA rule. The portal closes on Dec 28. The exceptions are if your coach is fired/leaves then it reopens or if you have a later bowl game then its 5 days after the conclusion of your bowl. For instance. GA lost last night. Their portal is now open for 5 days.

Fitzgerald also had some nice stats across the board. 3 interceptions, couple ff.
