Genuine question, not melting at all - Why are we unable to match other schools' in NIL?

I understand that a school like Texas A&M has more booster money than we do. There's not much that can be done about that.
But how is it that A&M can offer more to the ~15th best guy in their class than we can offer to one of our top 3-4 targets? Like... they've already shelled out WAY more cash than us, and they're still blowing us out of the water on every remaining target? Surely they don't have THAT much more money, do they? Based on the way this class has come together, it seems like we have about 10% as much money to play with as they do.
Can someone explain this to me? It seems that the playing field shouldn't be nearly this lopsided.

TAMU has biggest and richest alumni assoc. they have 70,000 enrolled year in and year out.

It's not that we can't match. The problem is that our mongoloid previous coach thought all he had to do was make a roux to sign recruits.

They have a coordinated, focused effort that they built over the past year on arranging NIL deals for athletes. We more focused on how athletes can brand themselves over this time which set us behind a year.

A&M is wealthier and has a greater number of wealthy alumni. Evidently they were much more organized in their “recruiting efforts” when they found out that you can legally pay recruits

Like... I understand the fact that we were behind in setting things up leads to being unable to match A&M from an overall class perspective... But we're down to 2 guys! How is it that we are unable to match for even one of them when A&M has already spent tens of millions more than us?

We have a bad piece of legislation which arguably hampers what we can do thru AD. Texas does not.
But Scott should have gotten on top of this by now and done a "work around". The FLa. schools are back in the game with legislation just like ours.

It’s not that LSU doesn’t have money, it’s just not everyone is on board with NIL and it being new and stuff.
Texas am is desperate, and have that hunger and would do anything to buy a NC. Sadly LSU has experienced a lot of success and is kind of in wait and see mode this recruiting cycle.

The endowment at A&M is $13.5B. The LSU endowment is $550M.
That tells you the difference in $$$ that Alumni is willing to part with.
