Its going to come down to:

1) money (most of all these days),
2) ability to start early (this is 2nd most important thing in the Portal/NIL era)
3) fit with staff.

CU doesn't even have a OC yet. I know we don't also but Sloan is the main recruiter for Bryce. I liked CU when younger now the fan base insufferable at times.
