Yes, it is very good, it's ELITE speed. By comparison Devery Henderson was a 10.4 hundred meter guy. He also ran the 200 at 21.06.

I could be wrong but I believe LF7 was 226lbs when he ran that time in HS. Absolutely ridiculous time given his size.
