how does MRE distribution work?

during gustav they gave MREs and ice at the Sams/Walmart on Siegen

This is the process. Cook/freeze food that can be thawed, heated and used for meals during power outages.
Also, keep a supply of canned foods. A can of ravioli can be quite good when you're truly hungry, without power, and don't have shite to eat.
